Separately, a media report said SFs in Rajouri district identified two Hizb-ul-Mujahideen 'commanders', Tahir Billa and Zanat Gul, as being involved in the campaign to impose a dress code for female students and teachers in educational institutions. The posters said, though the veil found mention in Koranic law, no force should be used by any group to make female students observe the dress code. "The girls are free to take their own decision on burqa. No one will stop them from visiting schools", the posters said. The call for a dress code was initially given by the Al-Badr and HM.
