The Hindu reports that Soyam Shyam Rao alias Dev Rao, a 43-year-old tribal deputy commander of the Mangi dalam (squad) of the Communist Party of India-Maoist (CPI-Maoist), surrendered before the Adilabad District Superintendent of Police, P. Promod Kumar, at Bellampally on November 10. He had worked in the dalam since 2004 during which he had operated under commander Ganesh and later with the CPI-Maoist Adilabad District committee member (DCM) Padmakka in the Chennur-Sirpur area. He had sustained an injury in the knee during the 2006 Kairiguda encounter in which Padmakka was killed. Subsequently he was sent back to the Mangi dalam where he worked with DCM Mylarapu Bhaskar alias Adellu. He also worked in the State of Chhattisgarh in the Maoist military platoon until June 2009 before returning to Mangi and surrendering himself to the Police. Besides the Kairiguda encounter he was also active in Gadchiroli in the State of Maharashtra and Pudhari Kanker in Chhattisgarh.
