The two ethnic Tamils were dropped off by a hired Indian boat at the 9th Sand Bank off the coast of Thalaimannar and were swimming to the 8th Sand Bank when the naval personnel attached to the North-western Naval Command spotted them and arrested. Preliminary investigations reveal that one of the arrestee is a resident of Muttur who has undergone LTTE Sea Tiger training in 2005 and fled to India in 2006. The other, a 44-year-old man from Mannar, was a fisherman who has fled to India in 2007.
