This disclosure was made by Jammu and Kashmir Chief Minister Farooq Abdullah in the State Legislative Assembly on July 16. He said the Central Bureau of Investigation (CBI) would take up the inquiry and seek trial of the accused in a court of law. While making a suo moto statement in the State Assembly, the Chief Minister said, "It has been clearly established that the deceased were not foreign terrorists, as claimed by the forces who led the operation, but they were innocent civilians for which the people agitated". He also said, "In view of the gravity of the offence made out, as well as the attempt made by certain officials to destroy the evidence and to ensure fair investigation, I have recommended that the investigation of the case be taken by the Central Bureau of Investigation, who will be requested to expedite the investigation to bring the accused to the trial court." Terrorists at the Chittisinghpura village of Anantnag district had massacred 35 members of the minority Sikh community on March 20, 2000. Five civilians of different localities in Anantnag disappeared under mysterious circumstances on March 23-24, 2000. On March 25, a security force official had reported to the Anantnag Police that they had killed five "foreign terrorists" in an encounter at Panchalthan.
